Description & Requirements

ManTech’s proposal operations organization is a centralized, enterprise-wide talent-base responsible for designing, evolving, managing, and executing ManTech’s proposal best practices across the entire business development lifecycle. The VP leads teams and manages enterprise-wide processes, systems/tools, and activities related to proposal execution and proposal knowledge management. This role requires strategic oversight, process improvement, and the ability to collaborate across the company to deliver compelling, compliant, winning proposals.

Responsibilities include, but are not limited to:

  • Transformational Leadership: Guide team through the complexities of the change lifecycle process for the definition and implementation of the ManTech proposal organization, including identifying and resolving challenges, mitigating risks, and driving a team vision and focus on proposal excellence and winning. Evolve the proposal center capability to advance all elements of delivery, including future incorporation of automation and AI, and to enable success in new business objectives and to support a matrixed operating model.

  • Team Leadership: Build and sustain a scalable team of proposal resources focused on winning and ensuring proposals are clear, concise, compelling, and compliant. Manage a flexible and agile “One ManTech” enterprise approach to proposal development to ensure a focused and customized projection of ManTech core capabilities and strategic goals. Coach personnel (proposal, business development, capture, and Sector) in proposal development best practices. Establish and maintain corporate training modules in proposal processes, methods, and techniques to drive enhanced win rates. Training must be adapted for a variety of learners to include proposal personnel, business development and capture personnel, line personnel, and business support personnel. 

  • Process Improvement: Continually assess, recommend changes to, and fully document corporate proposal processes, structures, and tools based on ManTech growth strategies and market forces. Continuously evaluate and enhance proposal resources (people, processes, and tools) to improve efficiency and effectiveness; Implement best practices and tools to streamline proposal operations. Ensure development and refinement of templates, and standardized processes to streamline proposal development and achieve target win rates. Develop and maintain a centralized proposal library or other reusable knowledge databases to enable effective shaping and strategy. Lead and coach the team to ensure accuracy, effectiveness, and adaptability of proposal processes (relentlessly eliminate ‘process for the sake of process’ mindsets).

  • Stakeholder Relationship Management: Facilitate communication across departments to ensure proposal alignment with Sector needs and priorities. Build and maintain strong relationships with key internal and external stakeholders. Foster collaborative relationships in all interactions and ensure Sector expectations of service are met.

  • Reporting and Analysis: Track and analyze proposal win rates and other key performance indicators. Provide regular reports to senior management on proposal activity and outcomes.

Qualifications:

  • Minimum 10 years’ experience in the federal procurement proposal environment, with at least five years’ of leading a multidisciplinary proposal center and managing/preparing proposals for a Federal Systems Integrator (FSI) with at least $3B in annual revenue.

  • Proven track record of leading proposal teams who win complex federal contracts, including both proposals that are large and complex and deals that are quick turns with cross-trained resources.  

  • Organized, aggressive, and highly skilled professional with proven success driving large winning proposals in highly competitive systems engineering and professional service markets.

  • Proven ability to apply organizational design/development/change management methods to build a high-performing proposal organization and upskill personnel to achieve win rates.

  • Understanding of all aspects of the Federal acquisition process and ability to lead teams who shape acquisitions and who interpret and respond to competitive RFPs, sole source requests, OTAs, BAAs, and other acquisition types.
