Currently, ManTech is seeking a motivated, career and customer-oriented Technical Program Director to join our team in the Chantilly, VA area. You will be responsible for the overall planning, execution, and completion of projects related to the maintenance, upgrade, and implementation of new IT infrastructure hardware and software platforms. The team is responsible for providing support for consular servers, storage platforms, systems, networking equipment and hosted systems at Department of State locations worldwide ensuring that security and internal controls are handled in accordance with Department of State policies and procedures specifically within CA/CST.
Responsibilities include but are not limited to:
- Develop and execute comprehensive project plans, including defining project scope, goals, and deliverables.
- Manage project resources (budget, personnel, equipment) to ensure projects are completed on time, within budget, and meet quality standards.
- Lead and motivate cross-functional teams, including internal and external stakeholders, to achieve project objectives.
- Identify and manage project risks, developing mitigation plans as needed.
- Establish and maintain effective communication channels with all project stakeholders.
- Ensure adherence to government regulations, policies, and procedures.
- Provide regular project status reports to management and key stakeholders.
- Conduct post-project evaluations and identify lessons learned.
Basic Qualifications:
- A Project Management Professional (PMP) certification
- A bachelor's degree in computer science, information technology, or related field.
- A minimum of (8) eight years of experience in program management, with a focus on IT infrastructure projects.
- A minimum of (7) seven years of management experience with a program similar in dollar value, size, scope and complexity
- Proven experience managing large-scale, complex IT programs within a government environment.
- Strong understanding of IT infrastructure hardware and software platforms.
- Strong leadership and interpersonal skills with the ability to build and maintain relationships with stakeholders.
- Demonstrated experience with the IT Service Delivery to an ITIL/ITSM framework similar in size, scope and complexity
- Demonstrated experience with Earned Value Management on projects of a similar size, scope and complexity
- Demonstrated experience managing and leading a geographically dispersed operations and engineering staff of varying skill level in a project environment similar in size and scope
- Demonstrated experience implementing service level agreements and performance metrics on a contract.
- Demonstrated experience with the Federal procurement process and familiarity with the administration of cost-type contracts.
- Demonstrated experience with the Service Delivery Life Cycle (SDLC) and SAFe Agile principles/ methodologies and experience modernizing the processes, procedures and application support environment toward Agile/ DevOps approach.
Clearance Requirements:
- Must be a U.S. citizen
- Must hold a Top-Secret clearance
Physical Requirements:
- Must be able to be in a stationary position more than 50% of the time
- Must be able to communicate, converse, and exchange information with peers and senior personnel
- Constantly operates a computer and other office productivity machinery, such as a computer
- The person in this position frequently communicates with co-workers, management, and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations
- The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
