ManTech seeks a motivated, career and customer-oriented Technical Acquisition Management and Cost Estimating Analyst for a prime contract in support of our government customer in Washington, DC.

Responsibilities include but are not limited to:

  • Provide acquisition and cost estimating expertise to the U.S. Customs and Border Protection (CBP) Office of Trade (OT) for the development, sustainment, and modernization of automated import/export processing systems and transformation initiatives critical to executing and advancing the trade mission.
  • Assist Government program/project manager (PM) in the development of key acquisition, financial/cost, engineering, and logistics and sustainment documentation for management staffing and approval. Develop senior leader and higher headquarters-level briefs, white papers, and memos used as the basis to support executive program recommendations and decisions.
  • Assist PMs in the development of new programs and associated documentation, or the execution oversight of deployed programs or technical capability integration activities to include the establishment of new project/program priorities, goals and requirements.
  • Serve as the Government program or project manager’s technical advisor on the adequacy of the system developer’s execution of contractual requirements related to integrating, testing and fielding advanced technology packages to the operational environment.
  • Assist the PM in the development and execution of the Risk Management Plan by identifying and mitigating risk, shaping technical planning and management, and identifying systematic issues as required.
  • Assist the PM on the development and review of ORDs, Functional Requirements Documents (FRDs) and SELC Tailoring Plans to include the development of operational requirements, measures, metrics and key performance indicators.
  • Maintain comprehensive awareness of the programs and contract’s progress with respect to cost, schedule and performance as an enabler to informed decision making.Advise the PM when the program has achieved all entrance/exit criteria for project meetings including Integrated Baseline Reviews, Program Management Reviews, In-Progress Reviews and other key technical interchange meetings.

Minimum Qualifications:

  • More than 10 years relevant Program Management and technical experience in acquisition and cost estimating support for the oversight, development, sustainment, and modernization of Information Technology (IT) systems, preferably with military or government activity.
  • This position requires demonstrated initiative, sound judgment, effective decision-making, the ability to plan and organize work, and excellent oral and written communication skills.
  • Requires a detail-oriented self-starter experienced in supporting/interfacing with senior Government leaders and other technical/business professionals.
  • Technical writing experience
  • Advanced skills in Microsoft Word, Outlook, Excel, Access, PowerPoint, Project and SharePoint are required. Schedule risk assessment and business analysis software experience is also desired.

Preferred Qualifications:

  • Experience equivalent to a PMI PMP or Defense Acquisition University (DAU) Level II or III Program Manager Certification (Actual PMP or DAU certification).
  • Previous Customs and Border Protection (CBP) experience
  • Experience with DHS operations, DHS acquisition policy, DHS acquisition lifecycle framework
  • Advanced skills in Microsoft Word, Outlook, Excel, Access, PowerPoint, Project and SharePoint are required. Schedule risk assessment and business analysis software experience

Clearance Requirements:

  • Must be a U.S .Citizen and be able to obtain and maintain a CBP Public Trust clearance prior to starting the position.

Physical Requirements:

  • Must be able to remain in a stationary position approximately 50% of the time.


The projected compensation range for this position is $147,900.00-$263,200.00.
