MANTECH is seeking a motivated, career and customer-oriented Senior Security Officer (SSO), to join our team based in Washington, DC. 

As a Senior Security Officer (SSO), this position plays a critical role in supporting the SCIF facilities and industrial security (FSO) and personnel security (PERSEC) program for our customer.

Responsibilities include but are not limited to:

  • Serve as the primary SCIF access approver during normal operations (5 days/week) to include providing INDOC and special security training to all staff clearance holders on physical security (safeguarding), information security (processing and handling) of CNSI, and operations security.
  • Support activities requiring the handling, safeguarding, and dissemination of CNSI to customer groups and sites that require CNSI access to include providing SCIF documentation (access rosters and access to approved clearance databases) and provide escort for SCIF visitors as needed.
  • Maintain accurate intelligence consumer lists regarding clearances, need-to-know, system access, and required CNSI training after SCI indoctrinations and PERSEC updates to include reviewing Derivative Classification Products for proper application of derivative classification principles and maintain Derivative Classification training records for all classified account holders and notify them when biennial training is due.
  • Oversee the Accreditation and Re-accreditation of customer security facilities; draft ATO letters or Accreditation Letters for secure facilities and liaise with the AO to receive Accreditation for SCIFs. Liaise with Security POCs, Program Manager, or Accrediting Official (AO) to document and address accreditation issues.
  • Draft Construction Security Plans (CSP), TEMPEST checklists, SOPs and Facility Checklists. Oversee construction and collaborate with Facility Services, Construction Contractor, and partners to ensure compliance with construction requirements and oversee all CCR equipment installations, additions, repair, and maintenance and conduct annual inspections of SCIFs and CCRs to ensure compliance.
  • Support and troubleshoot secure communications devices within in the customer’s enterprise across the U.S. and identify deficiencies in Physical, Information, and Operations Security disciplines and recommend actions for correction and track deficiencies to closure.
  • Provide subject matter expertise and guidance for integrating and accrediting the Homeland Secure Data Network (HSDN) at customer locations work with customer and DHS managers to ensure successful implementation and updates. Verify security clearances and submit Visitor Access Requests (VARs) as required and support COOP and COG tests.

Minimum Qualifications:

  • Minimum of 15 years of expert experience performing all aspects of special program security, including Technical, Physical, Information, Personnel, Operational, and Industrial.
  • Expert level experience and knowledge with ICD 503, ICD 704, ICD 705, Technical Surveillance Countermeasures (TSCM), TEMPEST, EMSEC, COMSEC and Radio Frequency (RF) propagation; expert level experience and knowledge engineering, designing, installing, and optimizing in-building IT, video, and communications systems, including telephone security and systems engineering.
  • Demonstrated ability to identify and assess multiple sources for classification determinations control, marking, and dissemination principles and requirements
  • Expert experience with inspecting and maintaining ICD 705 compliance in construction and life-cycle of secure accredited facilities and expert level knowledge of intelligence functions and processes and counterintelligence.
  • Experience with IP Network topologies and protocols, VoIP and Radio over Internet Protocol (RoIP) protocols and systems and network security practices for federal systems.
  • Experience with FISMA procedures and compliance and obtaining and maintaining ATOs for facilities / spaces to include risk analysis, technical briefings, and project management.
  • Experience with DISS and/or Scattered Castles; experience with COOP and COG and proficiency in the use of MS Office suite, including Word, Excel, Visio, Project, and PowerPoint.; travel – up to 25%

Preferred Qualifications:

  • Possess one of more of the following security certifications:
    • Protection Professional (CPP)
    • Physical Security Professional (PSP)
    • Certified Security Supervisor (CSS) certifications

Clearance:

  • Must have a current/active TS/SCI.

Physical Requirements:

  • Must be able to remain in a stationary position 50%
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine and computer printer
  • The person in this position frequently communicates with co-workers, management and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations

The projected compensation range for this position is $153,300.00-$274,000.00.
