ManTech is seeking a highly talented and experienced Senior Cultural Resources Specialist to join our team and support the preparation of National Environmental Policy Act (NEPA) documentation and related cultural resource management consultation requirements. This On-Site position can be based out of Honolulu, HI, or San Diego, CA.

Job Summary:

The successful candidate will be responsible for managing cultural resource-related projects, leading teams, and mentoring junior staff.  This full-time position offers an excellent opportunity to work on impactful projects for the Department of Defense (DoD).

Responsibilities include, but are not limited to:

  • Authoring cultural resource sections of NEPA documents for environmental compliance

  • Managing subcontractors for field projects, overseeing survey plan development, data collection, field inventory, monitoring, evaluative testing, and site mitigation activities across multiple states

  • Developing Programmatic Agreements and managing Section 106 compliance requirements

  • Serving as a technical lead and mentor for junior cultural resource specialists, helping develop their capabilities

  • Assisting with the preparation of proposals, cost estimates, and business development materials to expand ManTech’s cultural resources practice

  • Providing technical guidance and expertise to internal teams, ensuring all work adheres to necessary standards

  • Supporting the development of new client relationships in the government and commercial sectors

  • Meeting with clients and potential clients, presenting ManTech’s capabilities, and fostering stronger client relationships

  • Ensuring timely delivery of reports, presentations, and documentation while adhering to tight deadlines

  • Performing other duties as assigned

Minimum Qualifications:

  • Master's degree from an accredited university in archaeology or related field

  • Twenty (20) or more years of professional experience in cultural resource management, including five (5) or more years managing NEPA-related projects

  • 10+ years of experience writing NEPA cultural resource sections and conducting document reviews

  • 10+ years of experience in data collection, environmental impact analysis, and report writing

  • 5+ years of experience with environmental compliance and permitting for Department of Defense (DoD) projects

  • 5+years of experience in project management, including budgeting, scheduling, and scope management

  • Ability to qualify as a Principal Investigator on regional agency cultural resource use permits or listed as a PI on specific project permits

  • Ability to travel within the Contiguous United States (CONUS) and Outside the Contiguous United States (OCONUS) is required for site visits and client meetings (Up to 20%)

Preferred Qualifications:

  • Military background or DoD project experience

  • Experience in working independently and as part of a multi-discislinary team

  • Experience with GIS data collection and software

  • Solid time management skills and ability to work on multiple tasks simultaneously under tight deadlines

  • Strong initiative, attention to detail, and effective problem-solving abilities

  • Proficient in Microsoft Office, specifically Microsoft Word and Excel

Clearance Requirements:

  • Must be a U.S. Citizen and able to obtain and maintain a Secret Security Clearance within 6 months to 1 year of starting position

Physical Requirements:

  • Ability to remain stationary for 50% of the time

  • Occasional movement within the office for communication and accessing resources

  • Frequently communicate with co-workers, management, and customers, which may involve delivering presentations and exchanging accurate information

  • Ability to conduct site visits and fieldwork in various environments related to cultural resource assessments


The projected compensation range for this position is $126,300.00-$210,300.00.
