Description & Requirements
ManTech seeks a highly experienced and mission-focused Public Key Infrastructure (PKI) Systems Engineer to support a vital program in the Hanover, MD area. This role encompasses the full systems engineering lifecycle, from architecture and requirements development through design, testing, integration, and sustainment. You will play a pivotal role in shaping enterprise architecture, guiding cross-functional teams, and supporting national security objectives through secure system design.
This is a hybrid role that requires someone local to the Hanover, MD area.
Responsibilities include, but are not limited to:
Systems Engineering & Architecture
- • Lead requirements definition and management to ensure alignment with enterprise-level frameworks such as the DoD Architecture Framework (DoDAF) and Service-Oriented Architecture (SOA).
- • Develop and document alternative system concepts, physical architectures, and system-level design solutions.
- • Define evaluation criteria and verification methods for assessing system performance and compliance.
Technical Documentation & Planning
- • Author and maintain critical engineering documents, including: System Engineering Plans (SEPs), Initial Capabilities Documents (ICDs), System/Software Requirements Specifications (SRS), Interface Control Documents (ICDs).
Program Coordination & Governance
- • Coordinate engineering action items arising from design reviews, milestone meetings, Configuration Control Boards (CCBs), and test events.
- • Drive issue resolution and decision-making across multi-disciplinary teams.
Security Engineering & IA Integration
- • Derive and specify Information Assurance (IA) requirements including confidentiality, integrity, availability, and accountability.
- • Integrate key IA mechanisms such as authentication protocols, cryptographic services, access control, and key management infrastructure.
Performance Analysis & Risk Management
- • Conduct quantitative evaluations of system reliability, maintainability, survivability, and other non-functional performance metrics.
- • Support risk analysis and trade studies to inform strategic engineering decisions.
Configuration & Change Management
- • Implement and manage formal configuration control and change tracking processes.
- • Ensure traceability and stakeholder alignment throughout the requirements lifecycle.
Systems Integration & Technical Oversight
- • Provide leadership during the development, integration, and testing of complex hardware/software systems.
- • Support full lifecycle engineering tasks including: Requirements elicitation, Functional decomposition, Interface definition, Systems architecture development, End-to-end performance modeling and analysis.
PKI Compliance & Interoperability
- • Compare and analyze PKI systems to identify interoperability risks.
- • Draft and evaluate PKI Certification Practice Statements (CPS) for compliance with X.509 Certificate Policy standards.
- • Conduct audits and security assessments of PKI infrastructure and components including: Certification Authorities (CAs), Hardware cryptographic modules, Smartcards, tokens, and applets, Card management systems, Trusted role functions.
Basic Qualifications
• Education: Bachelor’s degree in Systems Engineering, Computer Science, Information Systems, Engineering, Science, or Engineering Management. An additional 5 years of relevant experience may substitute for a degree.
• Experience: Minimum of 20 years of experience as a Systems Engineer supporting technical programs of similar scope and complexity.
• Demonstrated experience in:
- Systems architecture development and lifecycle documentation
- Security assessments for cryptographic modules (e.g., NSS tokens, HSMs)
- PKI interoperability and compliance evaluations
- Developing white papers and technical position documents
Preferred Qualifications
• Red Hat Certification (e.g., RHCSA, RHCE)
Security Clearance
• Must possess an active TS/SCI clearance
• Must be willing and eligible to obtain a Polygraph
Physical Requirements
• Ability to remain in a stationary position for approximately 50% of the time.
• Frequent use of office equipment including computers and productivity tools.
• Strong verbal and written communication skills required for collaboration, documentation, and presentation.
