Responsibilities

The Program Manager (PM) provides technical leadership, direction, and management to the contract workforce managing the full range of collateral program protection and counterintelligence activities.  Specific duties and functions include, but are not limited to, the following:

  • Leads, directs, and manages a diverse and professional staff to ensure responsiveness and in completion of the Statement of Work (SOW); leads team in executing project tasks/activities, supervises work completion, performs quality reviews, and reports progress
  • Provides direct input for solving complex issues involving staff and resources of sizable magnitude
  • Responds in a timely fashion to day-to-day tasks, issues, or planned/unplanned contract changes
  • Manages projects by developing project plans, developing/maintaining schedules, project implementation, tracking progress, analyzing results and reporting risks
  • Manages the contract/task order cost with support from Program Control Analysts
  • Responsible for Planning, scheduling, and updating program activities in tracking tools
  • Responsible for establishing milestones and baselines and monitoring adherence to project plans and schedules
  • Identifies high risk areas and presents recommendations to management
  • Supports the overall contract plan by monitoring project team performance and outcomes relative to established tasks goals/measurements
  • Analyzes and manage program metrics to ensure they are in accordance with customer Quality Assurance Surveillance Plans
  • Approves timesheets, expense reports, completes employee evaluations, interviews staff, and manages personnel
  • Responsible for all areas of customer delivery and personnel management
  • Reports to the ManTech Portfolio Manager in every aspect of planning effort, contract performance, project schedule development, cost, scope, quality, etc.
  • Prepares monthly status reports, weekly status reports, and participate in Daily Standups
  • Analyzes program status data and to recommends corrective actions
  • Builds and maintains influential relationships with key client personnel
  • Supports corporate functions (time reporting, policies, goal setting, etc.)
  • Prepares contract deliverables and detailed reports
  • Complete logistical contract actions, such as contractor travel, training, time and attendance and personnel actions
  • Liaison with Contracting Officer’s Representative and other Government staff

Basic Qualifications

  • Bachelor’s degree in Business or Public Administration
  • 10 years of program management experience
  • Individual must have demonstrated excellent oral and written communication skills, conflict resolution techniques, and proven ability to perform under pressure to meet tight deadlines. 
  • Must demonstrate direct and current knowledge of the mission, structure, and key intelligence programs of the US Intelligence Community (USIC), specifically related to the counterintelligence mission. Understanding all aspects of the intelligence cycle is required, as is knowledge of relevant laws, policies, and procedures governing the intelligence community.
  • Capable of thinking strategically to address issues and implement plans for major operational CI programs
  • Proven ability to lead and provide direct input in solving complex issues involving staff and resources of sizable magnitude
  • Capable of providing leadership, direction, and management of support for Security, Operations and Counterintelligence fields
  • Excellent written and oral communication skills
  • U.S. Citizenship
     

Preferred Qualifications

  • Project Management Professional (PMP) certification
  • Master’s degree in Business or Public Administration
  • CI trained and certified to Under Secretary of Defense/Intelligence (USD/I) approved standards pursuant to DoD Directive 5240.02
  • Recent CI Poly
     

Security Clearance Requirements

  • Active Top Secret with SCI eligibility

The projected compensation range for this position is $154,900.00-$257,800.00. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.  In addition, ManTech invests in it’s employees beyond just compensation.  ManTech’s benefits offerings include, dependent upon position, Health Insurance, Life Insurance, Paid Time Off, Holiday Pay, Short Term and Long Term Disability, Retirement and Savings, Learning and Development opportunities, wellness programs as well as other optional benefit elections.
