This position directly supports the Under Secretary of Defense for Research and Engineering (USD(R&E)) in their efforts to advance 5G, 6G, and Future Generation (FutureG) communications technologies for the DoD as well as other Critical Technology Areas (CTAs) in the field of Integrated Sensing and Cyber (ISAC).
The Program Manager will support OUSD R&E in acquisition and development of FutureG and ISAC projects and programs within the commercial, defense, and global business areas. Support includes Defensive Cyber Operations (DCO) engineering and operations as well as leading and monitoring prototyping and experimentation at scale, augmented reality and virtual reality for high-fidelity training, experimentation with and evaluating dynamic spectrum sharing, and mitigating and working with vulnerabilities to ensure effective transmission and protection of data.
Responsibilities include, but are not limited to:
- The Program Manager (PM) is responsible for managing, directing, administering, and ensuring the quality and efficiency of contract execution.
- They assign tasks to contractor personnel, supervise technical efforts, and manage overall contract performance.
They act as the Government's main point of contact on the contractor side, communicating issues and solutions to senior Government leaders as requested.
The PM also ensures compliance with all regulatory and administrative requirements of the contract in coordination with the contractor staff.
The PM will provide technical research program development and execution, including planning; technical concepts development and evaluation; independent review, analysis, and summary of relevant technologies and concepts; interaction with individuals from academia, industry, and government; preparation and presentation of briefing materials, technical reports, and other program documents as required.
The PM will also provide support to DoD/IC domain specific prototyping and experimentation that demonstrates improved mission capability with the use of 5G technologies, FutureG, and technology applications that require edge computing architectures that process data close to devices and users. Support also includes close coordination with other stakeholders in the DoD, including the Armed Services and DoD R&D organizations, such as the Defense Advanced Research Projects Agency (DARPA).
The PM will also provide expertise to support Cyber Security Analysis activities such as network analysis, 5G/FutureG security solutions and techniques analysis, and providing the program office with input on the security implications, risks, and advantages being developed under the program.
Minimum Qualifications:
- Must have a Bachelors Degree and a minimum of 12 years of relevant experience.
- Active Project Management Institute (PMI)-Project Management Professional certification or PMI-Program Management Professional (PgMP) certification at time of proposal submission.
- A minimum of 5 years of program management experience within the last 10 years managing a contract/TO with the responsibility of managing multiple stakeholder projects across a geographically distributed workforce.
- A minimum of 3 years of experience (within the last 7 years) directly supporting projects that require working knowledge of cyberspace operations doctrines, issues, and policies.
- A minimum of 5 years of experience (within the last 7 years) planning, directing,
- coordinating, and managing proposed methodologies and approaches for a project or program similar in size, scope, and complexity.
- Must have demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.
Preferred Qualifications:
- Experience managing projects with multiple performance locations both CONUS and OCONUS including combat operations; operating with Foreign Governments and Special Operations Organizations and with OCONUS related sustainment operations.
- Direct experience working for/with NSA, USCC, OUSD R&E, DARPA, US Space Command, and/or US Space Force. Prior military service.
- Masters or bachelors in STEM field.
Clearance Requirement:
- Must have a current/active TS/SCI.
Physical requirements:
- Must be able to be in a stationary position more than 50% of the time.
- Must be able to communicate, converse, and exchange information with peers and senior personnel.
- Constantly operates a computer and other office productivity machinery, such as a computer.
