ManTech seeks a motivated, career and customer-oriented Operational Test and Evaluation Analyst to join our team in Washington, D.C. This is a hybrid position with 2 days a week onsite.  

Responsibilities include but are not limited to:

  • Provide Operational T&E expertise on a wide range of activities and missions supporting systems for border security to include test planning, test execution, data management, and test reporting
  • Perform Test and Evaluation Technical Analysis as part of a multi-disciplinary team providing technical advisory and lead system integrator technical oversight to the government test and evaluation division lead
  • Develop sound test data collection approaches through Mission Based Test Design (MBTD) to ensure that data collected during test can be analyzed and provide objective evidence of system performance
  • Perform MBTD requirements analysis to include data required to quantify and identify the measures of performance, linkages to subtasks, and document test requirements; Perform MBTD test design per government instructions and templates to include methodology, vignettes, resources, limitations, data sheets for test execution, draft the full range of documents
  • Analyze the source date for input to Test and Evaluation Master Plans
  • Participate in Technical Interchange Meetings to review software development schedules and ensure alignment/integration with planned systems engineering and test activities and identify software development risks, assist in joint SW/HW impact analyses and develop mitigation strategies to reduce system development acquisition risks
  • Work with Government clients to establish and monitor the program’s execution towards milestones, key events, significant accomplishment criteria, and coordinate information between organizations

Minimum Qualifications:

  • The candidate must possess a comprehensive understanding of the end-to-end System Development Life Cycle
  • More than 5 years relevant technical experience in test and evaluation planning, development & execution in operational test environments, with preference with military or government activity
  • Demonstrated initiative, sound judgment, effective decision-making, the ability to plan and organize work, and excellent oral and written communication skills
  • Requires a detail-oriented self-starter experienced in supporting/interfacing with senior Government leaders and other technical/business professionals

Preferred Qualifications:

  • Defense Acquisition University (DAU) or DHS Level II Test and Evaluation Certification / Equivalency
  • Previous Customs and Border Protection (CBP) experience is highly
  • Experience with DHS joint operations, DHS acquisition policy, DHS systems engineering lifecycle
  • Technical writing experience

Clearance Requirements:

  • Must be a US citizen and be able to obtain and maintain a CBP Public Trust prior to starting this position

Physical Requirements:

  • Must be able to be in a stationary position more than 50% of the time
  • Constantly operates a computer and other office productivity machinery, such as a computer
  • The person in this position frequently communicates with co-workers, management and clients, which may involve delivering presentations ad must be able to exchange accurate information in these situations

The projected compensation range for this position is $114,100.00-$191,100.00.
