The Surface Maintenance Engineering, Planning, Program (SURFMEPP) maintains, monitors, and refines Class-wide and Individual-Ship Maintenance Plans for all non-nuclear surface ships to ensure material readiness for the projected service life, develop life-cycle strategies to address system upgrades, and fully implement the Class Maintenance Plan into each surface ship's maintenance schedule and availability planning process. SURFMEPP is headquartered at the Norfolk Naval Shipyard in Portsmouth, VA.
Responsibilities include but are not limited to:
Follow established process guides to provide support to the Baseline Availability Work Package (BAWP) Division at SURFMEPP.
Attend all maintenance planning and coordination meetings, actively collaborating with the Maintenance Team to ensure Class Maintenance Plan (CMP) requirements are scheduled, tracked, and completed according to Technical Warrant Holder periodicities.
Utilize Maintenance and Ship Work Planning (M&SWP), Validation Screening and Brokering (VSB), and Open Architectural Retrieval System (OARS) to maintain the accuracy of the CMP database.
Track all SURFMEPP Maintenance and Availability Reporting Tool (SMART) milestones in accordance with the end-to-end process outlined in the Joint Fleet Maintenance Manual. Proactively work with the maintenance team to ensure timely completion of SMART milestones and provide immediate feedback to management regarding any potential delays.
Plan and conduct comprehensive studies and reviews of complex subjects within the surface ship maintenance and modernization planning programs, potentially spanning multiple organizational levels (e.g., systems command field activities, private shipyards, fleet and industrial activities).
Develop criteria and analytical approaches to support the planning and execution of BAWPs, identifying planned maintenance, repairs, modernization work, production support requirements, and services authorized for accomplishment during scheduled depot availabilities.
Prepare clear and concise oral and written presentations, including charts and graphs, to recommend optimal courses of action for achieving mission objectives and to facilitate understanding and cooperation.
Monitor problem areas to assess progress toward objectives in an efficient and cost-effective manner, and generate progress reports for management.
Minimum Qualifications:
1+ years of relevant Navy experience
Experience with harvesting, cleaning and sorting of data from Navy Databases
Skills in the planning, budgeting, execution of off-ship repair, maintenance, and modernization of Surface Navy Ships
Experience performing research and data analysis to identify trends and relevant issues
Proficient in Microsoft Office Applications (Excel, Power Point, Word)
Preferred Qualifications:
Experience with Database Management and developing presentations
Performing data validation and quality control checks to show adherence to requirements
Understanding of Navy Maintenance through Ship Yard experiences such as being on a hull during a Depot Level (CNO Avail) and OFRP
US Navy surface ship depot level maintenance planning process and associated organizations
Experience with Navy Maintenance databases a plus, especially: Maintenance Figure of Merit (MFOM) applications Navy Maintenance Database (NMD) and Validate, Screen and Broker (VSB)
Clearance Requirements:
Must have a current and active Secret Security Clearance
Physical Requirements:
The person in this position must be able to remain in a stationary position majority of the time
Occasionally move about inside the office to access file cabinets, office machinery, etc.
Frequently communicates with co-workers, management and customers, which may involve delivering presentations
Must be able to exchange accurate information in these situations
