Description & Requirements

ManTech is seeking a Finance Manager to join our team of qualified, diverse individuals. The successful Finance Manager manages a wide variety of financial and business management responsibilities. You understand your integral role and its impact to the Program, Program Manager and to the corporate organization. You provide input to all areas of contract management, and you know how to provide guidance and safeguard the company while assisting and leading the program and the Program Manager(s) with their fiduciary duties. This portfolio is large-scale and multi-faceted, spanning multiple years, multiple locations, and requires comprehensive reporting & tracking. You are on top of your game and ready join a team that works hard and takes pride in their contributions to our nation’s security.

Responsibilities include, but are not limited to:

  • Manage and maintain responsibility for a portfolio of programs crucial to Intelligence Community with an annualized value of more than $50M per year. Understand your program story and the relationship between customer reports, corporate reporting, unbilled, aged, forecasting, AOP, base generation, budget development and compliance and successfully manage it all. 

  • Leverage your strong organization skills to multitask and multi-manage program execution responsibilities with corporate financial responsibilities. Apply strategic in thinking and tactical execution; look for ways to improve program performance and how maximize top and bottom-line growth. Maintain responsibility for purchase request entries and receipt closeout in PeopleSoft financials.

  • Effectively relate a spend plan to the Annual Operating Plan (AOP), Waterfall forecasting, Indicated Finals, EACs/ETCs. Participate in the development of budgets and schedules for all contract work and setup and perform and/or assist in financial analyses such as funding profiles, sales outlook, and variance analysis. 

  • Build and maintain relationships with other functional areas to include contracts, subcontracts, accounting, accounts payable, purchasing organizations, recruiting, and pricing. Assist with management, maintenance, and monitoring of subcontractor funding and expenditures.

  • Demonstrate and maintain working knowledge of contract terms and conditions and ability to work together with contracts department. Guide and provide direction and instruction to Billing Staff for preparation and submission of your invoices.

  • Assist in unbilled and DSO analysis with proactive actions to monitor, improve or maintain. Provide invaluable analytics, guidance and reporting to ensure that contracts are within negotiated and agreed-upon parameters and cost control guidelines.

  • Provide support to meet corporate requirements will include development of quarterly estimates at completion and monthly financial reports. Provide pricing and BOE support for Add ons, Modifications and ECPs to current programs.

Minimum Qualifications:

  • Seven or more (7+) years of experience with project controls or project management

  • Five or more (5+) years of experience with financial planning and analysis, project planning and control, forecasting, indirect rate management, and variance analysis

  • Experience with project controls with multiple programs and different contract types

  • Expert level proficiency in Microsoft Excel

  • Bachelor’s degree or 6 additional years of relevant work experience

Preferred Qualifications:

  • Experience with PeopleSoft and Hyperion

Clearance Requirements:

  • Must have an active TS/SCI security clearance

Physical Requirements:

  • Must be able to be in a stationary position more than 50% of the time 

  • Must be able to communicate, converse, and exchange information with peers and senior personnel 

  • Constantly operates a computer and other office productivity machinery, such as a computer 

  • The person in this position frequently communicates with co-workers, management, and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations 

  • The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.


The projected compensation range for this position is $135,300.00-$226,400.00.
