As a Senior Subject Matter Expert (SME), a demonstrated advanced working knowledge of the United States Intelligence Community (USIC), its authorities, functions, responsibilities, and mission is required. ManTech is seeking an individual with experience in managing programs, the counterintelligence mission, and strategic planning. Understanding all aspects of the intelligence cycle is required, as is knowledge of relevant laws, policies, and procedures governing the intelligence community.
Responsibilities include, but are not limited to, the following:
- Advise/Support CI leadership.
- Advise the customer’s CI managers complex-wide.
- Provide guidance in policy development, planning, implementation, execution and coordination of various CI activities.
- Provide support regarding compliance with applicable USIC national security laws, executive orders, policies, procedures and guidelines.
- Support the mandate to develop a national CI Program.
- Participate in/conduct briefings in support of the Department of Energy (DOE) CI mission, goals, and objectives.
- Collaborate and coordinate CI policy with the DOE Office of General Counsel, the Department of Justice and the FBI to support the Deputy Director, CI, in fulfilling the mission of the CI program consistent with all applicable laws, Executive Orders, DOE Orders and applicable guidelines.
- A successful candidate must have U.S. Citizenship and the requisite clearance applicable to the position for which they are considering (Active Top-Secret or DOE Q Clearance with SCI Eligibility).
Basic Qualifications:
- Bachelor’s degree with a minimum of 20 years of experience, including 10 years of management experience.
- Individual must have demonstrated excellent oral and written communication skills, conflict resolution techniques, and proven ability to perform under pressure to meet tight deadlines.
- Capable of thinking strategically to address issues and implement plans for major operational CI programs.
- Proven ability to lead and provide direct input in solving complex issues involving staff and resources of sizable magnitude.
- Capable of providing leadership, direction, and management of support for Security, Operations, and Counterintelligence fields.
Preferred Qualifications:
- Master’s degree or Law degree
- CI trained and certified to Under Secretary of Defense/Intelligence (USD/I) approved standards pursuant to DoD Directive 5240.02
- Recent CI Poly
Security Clearance Requirements:
- Active Top Secret or DOE Q clearance with SCI eligibility
Physical Requirements:
- Sedentary position
