ManTech seeks a motivated, career and customer-oriented Assistant Payroll Manager to join our team in Herndon, VA.

The Assistant Payroll Manager will play a crucial role in ensuring accurate and timely payroll processing for a diverse workforce in a fast-paced government contracting environment. This position involves managing payroll operations, ensuring compliance with federal, state, and local regulations, and providing exceptional support to employees regarding payroll-related inquiries. The ideal candidate will possess a strong understanding of government contracting payroll complexities, including prevailing wage requirements (e.g., Davis-Bacon Act), multi-state taxation, and timekeeping systems specific to project-based work.

Responsibilities include but are not limited to:

  • Assist in the end-to-end payroll processing cycle, including data entry, verification and reconciliation of CONUS/OCONUS payroll. Ensure compliance with multi-state payroll tax requirements, including tax withholding/unemployment tax issues, rate updates and quarterly and annual reconciliations with the third-party service provider.

  • Assist in the preparation, submission and reconciliation of all payroll tax withholding and filings (federal, state, and local) monthly, quarterly and annually. Process unemployment tax YTD adjustment on a quarterly basis on late rate notices received.

  • Support business users in the identification and resolution of payroll system and process issues includes Service Now Ticket assigns to the department.

  • Assist in processing various payroll transactions, including new hires, terminations, promotions, transfers, and retroactive adjustments.

  • Act as back up in payroll department as needed to process entire payroll run, garnishments etc. Stay abreast of changes in payroll regulations and implement necessary updates to payroll processes. (e.g. DCAA and external audit firms)

  • Assist in audits and respond to inquiries from internal and external auditors and regulatory agencies.

  • Assist in providing mentorship, training and guidance to employees and junior staff on complex payroll policies, systems and professional development.

Minimum Qualifications:

  • Bachelor’s degree in accounting, finance or related field AND a minimum of 5 years of payroll and payroll tax experience with at least 2 years management experience and at least 3 years of experience in a government contracting environment.

  • Proficiency in payroll software and timekeeping systems (e.g. WorkDay and CostPoint system) a must.

  • Must have full payroll and labor distribution reconciliation skills to the general ledger.

  • Deep understanding of state reciprocity regulations.

  • Strong understanding of federal, state, and local payroll regulations, including FLSA (DBA and SCA experience a plus).

  • Advanced proficiency in Excel, Word and Adobe Acrobat.

Preferred Qualifications:

  • Certified Payroll Professional (CPP) certification preferred.

Clearance Requirements:

  • No clearance is required. US citizenship is required.

Physical Requirements:

  • The person in this position must be able to remain in a stationary position 50% of the time.

  • Occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers, via email, phone, and or virtual communication, which may involve delivering presentations.
